It is closed at one end and open at the other, with the open end in a container of mercury that changes level in response to pressure changes in the surrounding air. An aneroid barometer is one that is a closed container. It is a partial vacuum that detects changes in pressure. Wind is the horizontal movement of air across the surface of the Earth.
